I read somewhere else that they want to estimate the size of the prostitution economy through sales to prostitutes of makeup, clothes, or other goods. So presumably, since it’s not possible to survey customers about whether they are prostitutes, the government will inventory all the clothing and accessories that “only a ho’ would wear”, and calculate some multiple of that (?).
It would be an interesting sector to cover.
