They basically had no choice. The most crazy part of this story to me was how one woman reported being raped to the police, and was raped in the police station. It is simple survival actions. People here in the US talk about how they have a shotgun in case of zombie apocalypse. However, this is life for these village people.
I never lived in a village but yes there are some villages where these incidents are very common. Policy is just a tool and nothing more than that in these villages. Things are much better in cities. Basically, in pov, women should be given free arms for protection especially in these areas. If you kill a bastard while attempting a rape or something you should be rewarded by government. Problem solved. There might be few cases where it can be misused but it can keep women safe and sound. Some of these villages are male dominated places and you won’t find any lady policy so these motherfuckers do whatever they want. Sadly, MODI is trying to elevate economy and doesn’t seem much interested in these types of incidents. I hope modi will do something about it instead of just talking about startups or investments.
