He claims that when the government issues treasury bonds on a regular basis, they’re like magazine subscriptions: the most recent issue is the one that is being hotly traded

His conclusion is that investors can profit by going after cheaper, thinly traded “off the run” bonds that are having liquidity issues.

How true is his claim?

On-the-run Treasuries are more liquid than off-the-run Treasuries. Whether an individual can profit from investing in (or trading) off-the-run Treasuries isn’t clear. Remember that the lack of liquidity that lets you buy them cheaply will also be the lack of liquidity that will require that you sell them cheaply, unless you intend to hold them to maturity.
