Can someone please explain why A) is OA? My concern is that if the accounts prohibit soft dollar arrangement, how could Lizy use low-fee trading scheme?

Soft dollar arrangement is the usage of client brokerage to buy research. The new low-fee trading scheme is execution-only trading service, does not include research. So the new trading scheme satisfies the accounts that prohibit soft dollar.
