Standard VII (B) - Reference to CFA Institute, the CFA Designation, and the CFA Program

I was watching a video on the CFA Institute website ttitled “Impact on Career”. There is a statement, “When evaluating two candidates, all else being equal, but one has the CFA designation, he’ll bring deeper knowledge and deeper ethics to your company.”

I have no intention of challenging the validity of the statement, but did he just say a person with the CFA designation has better (superior?) knowledge and ethics compare to a person without the designation? I am sure some of you probably seen some crooked professionals with prestigious titles or designations. I think ethics and knowledge ain’t something that can be guaranteed right? I just want some comments on that. Thanks.
