Here the price is between the best bid 123.50 and the best ask 123.80. The solutions defined it as ’ make a new market’.

My question is when I will say make the market and when I will say make a new market or take the market.

Please related to this example and explanation using this problem. When other options A or B would have correct. Why C or A or B?
