Is the mps for level II higher than the mps for level I?

Yes. It is higher or lower, but it cannot be both higher and lower.

Why do you ask/care? There is no way of knowing. I would assume it would be lower only due to the fact that each question impacts you twice as much than level 1.

It does not matter. The only thing that matters is the result: Pass or Fail.

It is often that I give people a hard time for asking about the MPS because there isn’t any truly good information on it, historically speaking. The bit by 300 hours is laughable from what they post and everyone else opining on the matter doesn’t get you an answer. Even if it did, it wouldn’t change your performance on exam day.
