Question re: balance between current account and capital account

Does the following statement from the CFAI text hold true if and only if we also assume no appreciation or depreciation of that country’s currency? Or is it true simply because of double entry bookkeeping in the balance of payments accounts? “A country’s current account balance must be matched by an equal and opposite balance in the capital account” (Volume 1, Reading 11, Section 5).
