Is settlement risk a form of credit risk?
Yes, settlement risk and counterparty risk are both forms of a credit risk. The difference between two is in fact that counterparty risk may appear in each period of contract as positive exposure to other counterparty while settlement risk appears only in period when party is faced with settlement of contract. Thus, counterparty risk might be considered as pre-settlement risk as well.
