In some of the AM papers, guideline answers for liquidity requirement doesn’t include the annual spending needs while f.ex in 2013 AM the annual expenses are included in the liquidity requirement. Which approach is correct? If you include the annual expenses in liquidity requirement, can you be penalized for it?
Or is liquidity constraint and liquidity requirement even the same thing?
