Confused - GARPS published pass rates/registration numbers don't add up

The link below provides pass rate and registration figures. http://www.garp.org/frm/overview/frm-facts/frm-statistics-and-charts.aspx According to garp’s publication, 2721 individuals registered for the November FRM level 1 exam, which was the first time level 1 was ever offered. Garps claims a pass rate of 55% on the nov level 1 exam. However, the page also states that 1687 individuals registered for the May level 2 exam. How is that possible? If only 2721 took the level 1 exam in nov and the pass rate was 55%, the maximum number possible for level 2 registrations in May would be 1496. 1687 registrations for the May level 2 exam would suggest a Nov level 1 pass rate of atleast 62%. Something is fishy with these figures GARP has produced. Any thoughts?

Nothing fishy. Many of the 7,855 candidates that wrote the Part I exam on the morning of May 22 2010, also wrote the Part II exam on the afternoon of May 22 2010. I’m actually surprised that the number of registrations for the May 2010 Part II exam wasn’t much much higher. Seems that not many people are attempting both exams on the same day.
