Agree - which is why I think it was a misfire. I’m not a programmer but I’m trying to think if they had a list of candidates in the system and then spanned across a message for anyone who ‘passed’ then maybe it hit the L1 and L2 candidates as well. Again no way to tell now, just trying to think on what happened. Maybe a programmer can confirm this.
