Right. 
But that would be too logical. America doesn’t do logic anymore. Why if someone broke the law, would they just get exported (worse case), there needs to be a risk/return profile that makes people not want to break the law. My rule would be, when you get caught, the number of years you stayed illegally = the number of years you spend doing our work for us from prison, or pay the fee (10yrs x $25K) and get out.
Also same rule for kids, that would result in near zero illegals having kids here, and so there would be no issue.
