Shouldn’t be more or less the same (in terms of numbers not percentage) regardless? had they showed up in the exam pass rates would be very low

Your may be right as the MPS is determined using the agnoff method, which doesn’t consider candidates performance, a panel of experts decide the difficulty of the question and as a result of this exercise the MPS is decided.

I would also hazard a guess that a large percentage of no shows are for level 1, so minimal (if any) impact at L3

Yeah I’d have to get hit by a WWII Tiger Tank to not show up for the exam.
