Agreed, but that does not negate the point that the relative cost is important to consider. Also, as I’m sure you know, the US government spends money on infrastructure (including water infrastructure) regularly. So, it is entirely within reason for the US government to appropriate funds to repair Flint’s water system. I’m not saying they should; I’m saying it is not a crazy proposition, particularly given the Federal government’s tendency to spend on capital improvement projects as opposed to maintenance.

Yeah, but that’s almost entirely for federal or interstate infrastructure. Once you open up that Pandora’s box and violate the state and federal divide over mismanaged resources you’re building roads and electric grid in Puerto Rico, bailing out the incinerator in Harrisburg, funding schools and pensions in Illinois, state roads in NJ, subways in NY, you get the idea.
