Soliciting Clients Using Public Information

I understand that one can solicit clients of one’s former company using public information. I was wondering if you can use public information to solicit current clients at your company to entice them to come to your soon-to-be-formed new company. Is it a violation to say “I’m starting my own business. We have known each other for years. Come to my new company” even though it will hurt the current company you are about to leave?

I believe that will violate the standard “Duties to employer”.

It’s a violation until you are no longer employed. Once you are gone, then you can.

Only once you are gone + can use public information and what you remember, but not anything written down, which would be the property of your previous employer …

Unless the former employer made you sign a non-compete clause.
