When to use 2 tailed vs. 1 tailed test. And if you were only offered 1 tailed table, can you use it to find 2 tailed tests?

Sure - Take the alpha from the 1-tail test and double it. The one tail test gives you {Z > 1.96} for example and the two tail test would be {Z > 1.96} u {Z < -1.96} for rejection region. Double P-values as well.
