From what I understand -If it is related to your professional activities, you must get written consent from all parties involved. -If it is not related to your professional activities (baseball umpire), you only have to disclose this to your employer Correct?

From the book you only have to disclose an unrelated activity if it is going to infringe on working hours or take more than a de minimis amount of your time. It was one of the ethics guideline questions.
