I wouldn’t classify most of what Trump said as a “gaffe”. Puffery, narcissism, misinformation, and downright vile, maybe. But not a “gaffe”.
And yes–the media definitely focused on what Trump said, rather than what he did. (Probably because he said it so loudly and so often.)
