The guy surrendered and still gets 15 yrs. That’s absurd. I wonder about the reasoning behind this sentence. But, besides, the fairness of the case, he now gets a shelter and food for giving up his freedom.
Did you read the part where the teller handed him a stack of 100’s and he only took one and gave the rest back because he was hungry and that was all he needed?
But if you assault a maid at the IMF, you get off.
The lesson: if you’re going to steal, you might as well steal a lot. Oh, and it helps if you aren’t black. :-/

He’s a poor black drug addict doing street crime, the guy is archetype for the type of criminals America is most afraid of. He also was likely poorly represented and sentenced in the state system, that right there is the explanation for the disproportionate sentence. The justice system is far from just.
