Can we use pencil in the morning session

Before eveyone says ‘no way’, please refer to the statement I found in CFA website:

“We encourage you to use No.2 or HB pencil or an erasable blue or black ink pen when taking the exam.”

This appears at the bottom of the page “https://www.cfainstitute.org/programs/cfaprogram/candidate/Pages/level_III_essay_exam.apsx”.
