Cash Paid for Other Operating Exp | Doubt

Hi,
I have a doubt why we are adding change in Prepaid Exp and not subtracting it from the below equation:

Cash Paid for Other Operating Exp = Operating Exp + Change in Prepaid Exp - Change in Accrued Liabilities

This is cash paid; when prepaid expenses increase, you pay more cash.
