My guess for the above is that the error message appears now because all of us candidates has been removed from the system as registered candidates to refresh the system for the new registration thus the explanation no registration was found because no we are not officially registered and would need to re-register.
Prior to this, it simply stated already registered because we are still in the system.
As for why some candidates got the “Not eligible…” for the scholarship application I am guessing it could be due to errors in the system (which may not be true since for all other factors we have been consistent and the number of passers in this forum is typically higher than failers thus more can this “Not eligible…”) or it could be a simple reflection of the candidates profile or their membership, i.e. knowing their experience and employment status it has been predetermined they are not eligible (for example for myself the system has no information of my current employment and income since I didn’t fill in those details).

I agree. I have two messages, but it could mean that based on my profile I am not eligible for the scholarship.

I might have missed it but I have not seen anyone saying that. I think I am the only one knowing for sure I failed and I don’t see the message.
Guys one of the two possibilities:

They are in process of loading results so as they are uploading results candidates whose results have been uploaded are getting ‘not eligible …’ Message …eventually everyone will get it when entire batch is loaded in few hours and it’s not a ‘tell’ OR,

Since it takes time to load such vast data for results…they may already be loaded in systems and ‘Not eligible’ actually applies to people who passed ( i read few pages back a candidate who said there is no way he can pass also did not get Not eligible message ’ )

I’ve fallen for this nonsense ‘error’ talk now so I’ll post my thoughts:
From the Manage Account page…if I click on “Manage scholarship application” the next page only shows two options:
* Apply for 2017 Access Scholarship
* Manage My Scholarship Applications
If I click on “Apply for 2017 Access Scholarship” it lets me enter all of my info/references/etc. The application is automatically saved.
If I click on “Manage My Scholarship Applications” the link takes me to the 3 applications I have started (and withdrawn) since reading this stupid post.
Fun fact: If I don’t withdraw the scholarship application, use the back button, and then click on the “Manage scholarship application” page again from the main “Manage Account” page I only see the bottom link, “Manage My Scholarship Applications.” This seems obvious but someone commented about that earlier.
While I agree those with a “Not eligible to apply” message are in a good position, I still think I passed this test (reassuring myself and maybe someone else here for another 17 hours). I crushed the PM and walked out more confident than L1 or L2 which I passed 1st try. Hopefully this is just a random error.

Why did you try it 3 times if you thought it was nonsense?
The only people who report highly confidence in passing… AREN’T seeing the “not eligible to apply”.
Think about it…anybody trolling this site here today…is highly uncertain they passed.
Right? Anybody who slammed dunked this test is resting comfortably somewhere…and not on this site right now 
They are placing orders for new business cards, calling clients, etc(JK)
Face it…we all failed regardless of seeing message 1 or message 2 or both messages

I have the ‘not eligible’ thing
Just spoke to a friend of mine who failed Band 10 last year who said he may have got this message of not eligible last year …though he’s not sure 100 percent
I am able to start the application process. I don’t get “not eligible” message anywhere. And even before the exam I was sure of failing… To a point where I seriously contemplated not appearing. I showed up anyway bc i would feel like a bigger loser if I didn’t show up. I skipped 5 Am questions and got done with Pm early and skipped anything with swaps or GIPS. So those who are confused hope this helps. You asked for an answer doesn’t have to be favorable one
Storlab, I felt really confident about the exam last year and failed it because of my AM score. There were a lot of people who thought they did well on the test last year and failed, so the confidence level means nothing.

If this ‘not eligible’ thing is in fact a tell, it would be a pretty sloppy one on the part of CFAI. The Manage Scholarship Application is very visible and with something so overt (actual text instead of an obscure error message) seems a bit too obvious.
Nevertheless, my personal theory is that it is, in fact, a tell and that those ‘not eligible’ passed and those without the message did not. It’s painful to say as I’m a ‘Group 1er’ who WAS confident I passed; yet, the above is, BY FAR, the most logical explanation so I choose to believe it.
I think the CFAI realizes they have that early tell out there (if they didn’t before, they certainly will after trolling this board), but with only one day to go anyways, I think they just said “F It”. After all, let’s not forget they already, in unprecedented fashion, leaked the 54% last week.
If all this is true, I am very surprised I failed…but, it is what it is.

I don’t think there’s anything too concrete here, although this eligibility theory has gained a lot of traction in just a few hours on this thread. It will be interesting to see if this theory is real or not within the next 16-17 hours.
