Do non callable bonds have contingent claim risk?

yes, there is prepayment risk to it.
I suppose an issuer COULD just buy the bonds back in the open market if they were cheap enough…
Though it wouldn’t be a good idea if they have to re-issue.
Besides that, I’m at a loss to think of any examples.
