A long-shot, I’m sure, but does anyone know of an on-line source that quotes current CDS rates for specific issuers. I don’t have access to Bloomberg.

Very doubtful. CDS are institutional investments so it’s pretty reasonable to expect that people will pay for quotes.
CMA Datavision - These guys are an independent source for CDS pricing. Their data is compiled from a wide range of market participants. They have a big presence on bloomberg, but they also have a free basic online section showing the big movers of the day. http://www.cmavision.com/Products_And_Services/DataVision/Todays_Movers/
