Is it allowed to give “buy” or “sell” recommendation based only on a third party research which is known to be safe?
From my experience with mocks/topic tests, basing an investment recommendation solely on a research report/recommendation by someone else would be violation of the standard Diligence and Reasonable Basis.

This is definitely a violation.
As Moonborne mentioned it is a violation of Diligence and Reasonable Basis and also a violation of ROS 3 Reasonable and Adequate Basis.
