^Not sure but it’s up to individuals to comb through the tens of thousands of emails. Wikileaks rarely points to one single email. Have to wait for the autists at 4chan and The_Donald to find something.

Perhaps the USG should decide how they will handle the email age. Once decided, release rules to all USG workers, and give them time to implement those procedures. That’s supply side.
On the demand side, make stealing/posting USG emails treason, punishable by death.
