Giving full details may not be viable on this forum but , in brief, you will have to resolve certain issues before (or consider them as options for) preparing the feasibility study:
1(a) For providing effective courses the age group should be defined as focussed as possible as the learning methods and delivery strategy differs from one age group to another. The exposition of the contents, pedagogy and the delivery methods as well as testing patterns are normally different for learners upto 16 years of age, 16-25 years of age and adult learners (normally working) above 25 years.
1(b) You will also have to seriously analyse and consider the language requirement of the learner target group as the medium of delivery will be based on your finding. What would be the minimum level required in whatever is your language of delivery has to be well-defined otherwise the success rate may dip due to language of delivery rather than because of bad course. Even if it is minimum, only ABCD… , still you have to predefine it to formulate a good course material as the writers would present the course material accordingly. (I have seen many courses fail while evaluating the courses merely due to this mismatch!)
1© Region of delivery - This will determine what preparation and set up you will require depending on whether it is only for your industry / for your state / region / country or worldwide
The course requirements : Any pre-qualification required? If so what? Will you start from scratch without any previous knowledge assumption or you require a minimum IT skill for the learner to enroll? This requirement is in addition to the language skill requirement.
Mode of delivery: On-line / Face-to-Face (F2F) / or a mix of both with a predefined F2F component. In case of F2F component you will have to incorporate the delivery place, timing and teaching in planning and costing.
The structure of the course: One single unit divided into sections OR Modular stucture with basic/ intermediate/ advance knowledge levels incorporated in different level modules to be taken in that order OR In independent segments with liberty to chose any one segment by choice OR whole course divided into 3/4 parts , each provided independently (in that case each part has to include the previous knowledge part in brief /summary form) by the learner.
The tenure of the full course / each level / each module : You may ahve to consider not only the tenure of the course for first time taker but also for retakers (any limit?) as the fees payable (if any) may be linked to it.
The course material: How much will be print material / software / online material ? What will be the ratio (required for costing)? The delivery of each component - timing (on enrolment / as per progress / in instalment etc.), ownership, copyright etc. also needs to be considered for costing.
Delivery: For costing you have to find different productions costs of material / software/ hourly teacher costs. If F2F is there then site rent, other support costs, storing and distribution costs for material etc.
FEES structure : How much payable, when payable? Any concessions? Any incentives inbuilt to attract more students and perform well? Mode of payment: online / by credit/debit card / cash only etc. Any late fee or by date different fee payable?
There are many more complex issues and determinants for full scale consultancy projects but once you have decided these factors you may more or less start the costing and produce the feasibilty study or at least these may be the starting points for you. Hope this helps you.
