For Canadian CAs

How come a 4-year, 120 credit-hour university degree is enough for Canadian students to enroll in the CA program while the Institute of Chartered Accountants of Ontario only recognizes state boards of accountancy in the US which have adopted the 150 credit-hour rule ?

I don’t know, each region in canada has their own training program and education standards. I am on the westcoast, you technically don’t even need a 4 year degree to enroll in CASB. Just work experience, the ability to apply as a mature student and a decent GMAT score.
