How to collect garbage legitimately?
Dumpster diving is completely legal and you can trade off it legally. Bottoms up.

Wasn’t this a big-to-do surrounding one of the big biotech/pharma companies a few years back? I forget the story, but I remember that someone was scouring the dumpsters to dig up information on clinical trial data.

If you are trespassing, it’s misappropriated info (i.e., they could be storing secret company files in the dumpster). If it’s on the curb or in the dump, dive away.
If you hire someone(for example, a private investigator) to do the dumpster diving, can you use the info extracted from the garbage? It’ll be funny when you disclose your source in your analysis report that you found it in garbage.
You can’t misappropriate the info and that would include paying someone else to misappropriate the info (even worse in some sense). You can pay someone to sift through the garbage on the curb. In fact, if the economy keeps going like this there will be some charterholders who will do it for you so they can pre-screen the info.
