I tried to register for the level 3 exam, but it won’t let me register without putting in any work experience. I thought that the work experience was only needed for to become a member.

you need to put in something there. You need not proceed with the Sponsor and membership sections – those are optional - in the sense you can choose to ignore those till you are ready to take that final step. In fact - if you wanted you could get sponsors to review your application, provide their feedback and get your work exp. approved by CFAI and the local society - and also not commit any money to either of those esteemed institutions till you finished the final hurdle of passing the exam… (so all you need to do in 2011 - would be to pass.). so multiple options open and available.
