Liaiblities and benchmark

Is it ok to say the following:

With a fixed income portfolio, when we have liabilities the benchmark should those liabilities.

With a defined benefit plan, if we want a liability-perspective, the benchmark should be an asset portfolio that mimic the liabilities.

Naturally, since assets alone don’t mean **** without controlling for liabilities. The objective here is equity.

Unless the FI portfolio uses leverage.
