Minimum % allocation to be defined core-satellite?

My previous assumption was that atleast 50% of the portfolio should be invested in in the index fund and the rest can be actively managed to be called a core-satellite?

But after solving the CFA PM Mock Q 29, it seems like even 20% is fine??? Then how would a completeness fund differ?

yep this has been discussed a few times. Looks like CFA is different from real life. Just take it as red that a tiny allocation to the index can still constitute a core.
