Most appropriate of 4 strategies

CFAI in a recent exam asks for the most appropriate of 4 strategies and the guideline answer shows TWO possible answers. Can anyone comment on that? How can that be?

certainly, but makes me wonder , if there can be 2 why not a 3rd ( weaker) answer , if you can come up with justification? So if I can reason thru it , and come up with a ( weaker) argument justifying my selection , I should get partial credit? Also “Most appropriate” might mean “approximately correct”

They probably came to realize that there were two good answer post giving the exam. So, they present both as possible choices.
