Qbank loopback interface problem 127.0.0.1

guys, I have this local version of Qbank. when loading, I start to have this initialization problem, saying firewall has restricted access to the loopback interface 127.0.0.1 and I can’t see get in the program at all. Any one has same experience and how did you sort it ? thanks

Shutdown your firewall or edit your firewall exceptions list.
