Quant confusion, help me!

practice volumn 2 page123 question 69 Can null hypothesis be: Ho: b2 = 0. And the alternative hypothesis is: HA: b2 < 0 I thought Ho and Ha must cover from –infinity to +infinity?

anyone helps me with my confusion? if Ho = 0 then Ha does not equal zero. It looks like this =/ if you could put one on top of the other.
