Research objectivity: do we need to provide Research document

Just a bit confused, it is *recommended* in the 2.0 public appearance: " Firms SHOULD provide the full research reports on the subject company … at a reasonable price. At MINIMUM, the covered employee SHOULD disclose to … *WHETHER* a written report is available" and… how much… how to get it… I have a few questions to discuss: 1. if firms should provide the report, why at minimum the employee should disclose whether it is AVAILABLE?? 2. if firm provide the report at an unbelievable price to non-client, does it violate the standard? 3. if the employee say NO on the availability. Does it violate the Research objectivity?

The firm at the minimum should state whether or not it is available to non customer 2. if firm provide the report at an unbelievable price to non-client, does it violate the standard? It did state at acceptable price 3. if the employee say NO on the availability. Does it violate the Research objectivity? No

So, can we conclude that 1. if the firm said the report is available but at unacceptable high price – violation of standard. 2. if the firm said the report is not available – no violation.
