A silly question to ask, perhaps. The <50, 50-70, >70, do they represent percentile performance with respect to the whole pool of candidates taking the same exam, or the % of max points one earned on a topic area?

pretty sure it is raw scores. if you look at q9 in AM almost everyone is <50%
It is not percentile score. It is percentage score, meaning if you have over 70% in Institutional Q6, you had a score of more than 23.8 out of a total of 34 points. ( 0.7 * 34 = 23.8).
