Schweser#2 Qn8. MNP - can purchase for yourself(NOT for CLIENTS)?

I have two situations 1: Harris overhears CFO approving dropping dividends and causing a break in the company’s 68 period long tradition. So the Harris call his broker and sells his account in anticipation of the decline 2: Clark, from analysts conference hears the CFO say that the company plans to buy Dex at 40% prem. So Clark discusses this with a friend causing her to buy 2000 shares. Are both MNP violation? I thought purchasing shares for your own account should not be. Please help!
