No you are Long. If you are Receving Fixed and paying Floating you are Short teh Swap.

any time you want a cash flow/asset to increase, you are long. this applies to stocks, bonds, swaps, foreign currency exchange, etc. just remember that if you are receiving floating, you are long, because you want rates to rise (cash flow up).
