Yes I think also answer should be C. Please check the source of question once.

This does not violate weak-form efficiency, which says only that price and volume data are quickly incorporated into a security’s price; information about a merger is neither price nor volume data.

It does violate both semi-strong-form and strong-form efficiency, both of which say that all public data are quickly incorporated into a security’s price.

Whoever wrote this question got it wrong. I hate seeing this sort of thing; it makes life unfairly difficult for candidates.
