Stupid question regarding the order of questions and template

So I did the 2013 AM mock yesterday, where the format of the test was changed. I always forget to use the templates provided. Is this penalized by the CFAI if the answers are written on the lined paper?

Also, does the order of the answers matter? For example, lined paper is on page 21 and a template for 3C on page 22. There are more lined paper after the template. If I answer questions A, B, and D on page 21, is that allowed? Or do I have to answer A and B on page 21 and D on page 23 (ie following the order of questions)?

Pay close attention to templates, otherwise 0 credit.

Same for lined paper (I believe it is blank paper now), if your answer is on page marked for different section of the question 0 credit.
