Utility adjusted return -- to use 0.5 or 0.005?

guys, it is 0.005 in the formula, but in real calculation, there are numerious circumstances that 0.5 is used. What is the reason for this? When and why to use? Thanks.

Use 0.5 if you count 5% standard deviation as "0.05), right?
