That letter reads like sore-loser letter, but I get why it was written. At the end of the day, you want to avoid anarchy, riots, crime. Given the protests we’ve seen from the democrats thus far (protesting they lost fair and square? or protesting the swing states?) and the crime they bring, you want to settle them down.

But does the letter really appease them? Or does it simply give them a different target on whom to focus their outrage?

I’m not remotely convinced that it does the former, nor that that was remotely the reason that it was written.
